APPLICATION PROCESS
Candidates applying for transfer based on the Central Placement Score under the provisions of Additional Article 1 of the Regulation on Transfers Between Associate and Undergraduate Programs, Double Major, Minor Programs, and Inter-Institutional Credit Transfer in Higher Education Institutions issued by the Council of Higher Education (YÖK) must submit their applications online through the "Transfer (Additional Article 1) Applications – Program Code: 283" section https://oibs2.metu.edu.tr/Transfer_Applications_283 available at https://application.metu.edu.tr
Students who wish to exercise their right to return under Additional Article 1 must submit a petition to our Faculty in person.
SCOPE
Applications for transfer based on the Central Placement Score are processed in accordance with the provisions of Additional Article 1 of the Regulation on Transfers Between Associate and Undergraduate Programs, Double Major, Minor Programs, and Inter-Institutional Credit Transfer in Higher Education Institutions.

REQUIRED APPLICATION DOCUMENTS

For METU students no additional documents are required. Applicants must log into the application system via e-Government (e-Devlet) and complete their applications online.

Applicants from Other Universities can access the application system through e-Government (e-Devlet) and must upload the following documents:

Student Certificate obtained through e-Government

Disciplinary Status Certificate (having received a disciplinary penalty does not prevent transfer)

Approved Transcript (required for students in the 1st, 2nd, 3rd, and 4th academic years)

ÖSYM examination result document (LYS/YKS/DGS), including score type, score, ranking, and placement results

Web link containing the course descriptions for all completed courses in the registered program (required for students in the 1st, 2nd, 3rd, and 4th academic years)

English Proficiency Certificate (please see the "English Proficiency" section below)
RIGHT TO RETURN UNDER ADDITIONAL ARTICLE 1

ENGLISH PROFICIENCY
The following regulations apply to applicants transferring under the Central Placement Score Quota from institutions whose language of instruction is Turkish, partially English (30%), fully English, or another foreign language (French, German, etc.).
a) Applicants transferring to the same department from institutions where the language of instruction is Turkish or partially English (30%) who are in the preparatory class or first year and cannot document English proficiency will be granted:
- up to two years of English preparatory education if they have not previously attended a preparatory program;
- one year if they have already completed one year of preparatory education.
Applicants in the second year or above are not entitled to preparatory education and must submit one of the English proficiency certificates recognized as equivalent by the METU Senate.
b) Applicants transferring to a different department from institutions where the language of instruction is Turkish or partially English (30%) who cannot document English proficiency will be granted:
- up to two years of preparatory education if they have not previously attended a preparatory program;
- one year if they have already completed one year of preparatory education, regardless of their current year of study.
c) Applicants transferring from institutions where the language of instruction is fully English or another foreign language who are in the preparatory class or first year and cannot document English proficiency will be granted:
- up to two years of preparatory education if they have not previously attended a preparatory program;
- one year if they have completed one year of preparatory education and have not exceeded the maximum preparatory education period.
Applicants in the second year or above are not entitled to preparatory education and must submit one of the English proficiency certificates recognized by the METU Senate.
d) Applicants who previously transferred to another higher education institution under Additional Article 1 and wish to return under the relevant YÖK regulations after more than two years must document their English proficiency.
e) METU preparatory class students who transferred to another higher education institution under Additional Article 1 and wish to return under the same provision will not be admitted to the preparatory program. They may enroll directly in the undergraduate program only if they document their English proficiency.

EVALUATION
Stage I – Preliminary Evaluation
Applications are first reviewed to determine whether applicants satisfy the eligibility requirements specified in the relevant legislation. Applications that fail to meet these requirements will be rejected during the preliminary evaluation stage.
Stage II – Academic Evaluation
Applicants who meet the eligibility requirements and whose applications are evaluated by the relevant academic units will be notified of the admission or rejection decision through the Transfer Applications program available at https://application.metu.edu.tr
CREDIT TRANSFER (COURSE ADAPTATION)
For students transferring within METU under Additional Article 1, courses completed in their previous program and the corresponding grades will be included in their transcripts and GPA calculations in the new program, except for courses that are not counted toward the new curriculum. Equivalency (course adaptation) procedures will be carried out for courses with different course codes.
For students transferring from other higher education institutions under Additional Article 1, grades for transferred and accepted courses will be included in the cumulative GPA starting from the semester in which the student enrolls in or transfers to the new program.
REGISTRATION
Applicants whose transfer applications are accepted must confirm through the online application system that they intend to complete their final registration.
Applicants who fail to provide this confirmation will be deemed to have withdrawn from their right to transfer.
Students who confirm their registration must complete the registration process by following the procedures specified on the relevant METU website.
